Biodiversity Act to be implemented in all districts: Chief Secretary

· Urges panchayats to constitute Biodiversity Management Committees

SHIMLA—Chief Secretary Shri V.C Pharka today said that Biodiversity Act, 2002 would soon be implemented in all the remaining districts of the state so that all Gram Panchayats could avail its benefit.

He was presiding over the inaugural session of the one-day training workshop on “mainstreaming biodiversity: sustaining people and their livelihoods” organised by Himachal Pradesh State Biodiversity Board (HPSBB) of the State Council for Science, Technology and Environment, here today.

Shri Pharka said the Biodiversity Board was constituted in year 2005 in the state and in the first phase was implemented in Chamba, Kullu, Sirmaur and Shimla districts. As per the Act, the benefits to be achieved through conservation and sustainable use of bio-resources would be given to the stakeholders of the panchayats. He urged the representatives of the Panchayati Raj Institutes to generate mass awareness about the Act so that the objective of sustainable utilization of biological resources could be realized.

He said the work on preparation of People’s Biodiversity Register had already been taken up in the state which would be a document of local biodiversity and traditional knowledge related to it and would go a long way in protecting the rights of the local people. Biodiversity Management Committee would be constituted at panchayat level which would work for preparing People’s Biodiversity Register with the technical support from State Diversity Board.

The Chief Secretary expressed concern over the imbalance in biodiversity during rising human population, cattle and incidents of forest fire and moreover farmers were making excessive use of chemical fertilizers and pesticides. He stressed need to conserve local species besides checking the harmful species imported from outside like lantana and parthenium.

He urged all the panchayats to constitute Biodiversity Management Committees by 15 March, 2017 so as to ensure preparation of People’s Biodiversity Registers (PBR) on priority basis.

He also directed the HPSBB to organise such workshops at block and district levels and also to hold the Board meeting at least two times in a year. He said main focus should be on imparting training to maximum stakeholders for increasing the understanding and awareness about the importance, role and issues concerning biodiversity.

Principal Secretary (Environment, Science & Technology) Shri Tarun Kapoor said Himachal Pradesh had rich biodiversity and various companies of repute were getting major portion of raw material for manufacturing medicines.

Stressing on the need to preserve and develop biodiversity of the state, he said if the Act was enacted properly, the panchayats would be benefited immensely.

Deputy Commissioner, Shimla Shri Rohan Thakur said biodiversity contribute in upholding the culture. He said it was big challenge for the forest department, representatives of panchayats and common people to maintain accordance in conservation of environment and biodiversity. He urged the representatives of the panchayats to meticulously understand the process of the Act to take maximum benefit out of it.

Chief Conservator of Forest, Shimla Shri Alok Nagar assured that department would extend full support to the farmers as this Act was a step towards overall development.

Director, Environment, Science and Technology Smt. Archana Sharma deliberated on the relevance and importance of the Biodiversity Act.

Joint Member Secretary, SCSTE Shri Kunal Satyarthi in his welcome address detailed the objectives of the workshop and also briefed about the benefits of the Biodiversity Act.

Justice Shri P.S Rana, Chairman, Wool Federation Shri Raghuveer Thakur, Panchayat Pradhans of Basantpur, Chopal, Jubbal, Kotkhai, Mashobra, Theog and Rohru of Shimla district, representatives of various NGOs and officers from stakeholders departments participated in the workshop.

It is mandated by the Biological Diversity Act that monetary profits made by the industries and companies using biological resources of the State is to be shared with the panchayat level BMC. Local Biodiversity Funds of BMC are to be utilised for conservation of biodiversity in Panchayat area and for sustainable livelihoods generation.

SHIMLA—Vinod Chauhan, a local lad hailing from Baghi in Kotkhai area of Shimla district, who is 12th in ranking amongst the world’s best traveler photographer, called on Chief Minister Shri Virbhadra Singh at shimla today.

Shri Chauhan, who has exhibited his photography work in 43 countries, has been ranked 12th in worlds Top Traveler Photo Exhibitor (Digital) in Photographic Society of America (PSA), list of Who’s Who in photography. He participated in international photography competitions held by PSA and the International Federation of Photographic Art.

The Chief Minister evinced keen interest in the photographs of Shri Vinod Chauhan who is the first North Indian to be honoured by Associate International Colleague Society, (AICS), Honorary International Union of Photographers (HIUP) Elite International Union of Photographer’s (EIUP) and Associated Federation Internationale D L’Art Photographique, Belgium.

Shri Virbhadra Singh also honoured Vinod Chauhan and signed his masterpiece Horse Race Photograph, of Mangolia, to be displayed in world competition of photography. The Chief Minster also lauded him for his photo of Hatu Peak (in Shimla district) titled, ‘A divine Starry Night’ which he gifted to the Chief Minister.

Shri Virbhadra Singh wished him the best in future adding that he had made Himachal proud through his photography.

The Chief Minster also congratulated him for having eight distinctions in last nine months and for having being crowned with over 150 international and national awards,

JAWALAMUKHI—-While speaking on the occasion of State Level Freedom Fighters Conference at Jawalamukhi in district Kangra today, Chief Minister of Himachal Pardesh Virbhadra Singh announced enhancement of ‘Samman Rashi’ of the freedom fighters from Rs. 10,000 to Rs. 15,000 and equal enhancement of pension of the widows and unmarried daughters of the freedom fighters from 5000 to 15,000. He also announced enhancing of the amount for performing last rites of freedom fighters from Rs. 15,000 to Rs. 25000 and financial assistance from Rs, 10,000 to Rs. 20,000 for performing last rites of widows of freedom fighters.

The Chief Minister announced enhancement of marriage grants to the daughters and granddaughters from Rs. 21,000 to Rs. 31,000. He also announced to nominate two members of the wards of freedom fighters in Freedom Fighters Welfare Board and permanent entry of the families of freedom fighters in revenue records.

Besides, the Chief Minister announced to clear the backlog in government jobs as soon as possible. He also directed to complete the remaining road/path till the house of freedom fighters within six months and also to bring married daughters and granddaughters within the fold of existing two percent reservation for government jobs.

He said that we honour our freedom fighters for they made freedom a living reality. We are here because of their refusal to submit to the indignity of slavery and their luminescent vision of a united and free India. Because of them, we saw the light of freedom and making India free from the British rule said, the Chief Minister.

“To the nameless and unsung heroes of our freedom struggle, we offer our humble tributes today”, he said. Their sacrifices nourished the body of independent India and we were blessed with the presence of large number of freedom fighters with us here on this occasion, he said.

Virbhadra Singh said that our independence was hard fought and as true son of soil of ‘Bharat’ we need to preserve and pass on to the younger generation the mantra of conservation of traditions, customs, language and the history of valour of our freedom fighters by rising above selflessness.

He said that it was proved in the war for independent India that ‘Ahmisa’ (non–violence) was most lethal weapon and it was due to that we attained strength, and the war for freedom was made a mass movement. Thereafter, first Prime Minister, Late Shri Jawahar Lal Nehru took pledge to develop India to make itself dependant in all sectors and today India was one of the super power in the world. This was made possible by freedom fighters, whose sacrifices had built a strong Nation. He said that it was the agitations of the Congress party which led the attainment of freedom and we should remember this in times to come.

He said that the soldiers from the State exhibited exemplary courage in the war towards freedom and various other battles. We should be proud of Major Somnath Sharma from, Dadh in Kangra, who was conferred upon with the first Param Vir Chakra.

The Chief Minster said that State Government had implemented a scheme for honouring the freedom fighters of the State under Himachal Pradesh ‘Swantantrata Senani Samman Yojna’ for providing financial assistance (Samman Rashi) to 60 living freedom fighters and the widows of 601 freedom fighters besides to their unmarried daughters. There were 661 freedom fighters from the State.

He said that the State Government was also providing free medical facilities to both the freedom fighters and their widows for which a special provision had been made in budgetary allocation of health department. Besides, they were being provided free travelling facilities in HRTC buses and two percent reservation was being provided to their wards in government jobs.

The Chief Minister also honoured the freedom fighters on the occasion and evinced keen interest in the exhibition in memory of freedom fighters organised by department of Language, Art and Culture.

The Chief Minister earlier inaugurated the opening of civil hospital, Jawalamukhi.

Vice-Chairman, Freedom Fighters Welfare Board Shri Sushil Rattan welcomed the Chief Minister and honoured him on behalf of all the freedom fighters. He said that the Board was indebted to Shri Virbhadra Singh for the measures taken for the welfare of the freedom fighters and their dependants. He also placed several demands before the Chief Minister and thanked for directions issued in the Board meeting for constructing link or ambulance roads up to the homes of freedom fighters.

MLA Sanjay rattan thanked the Chief Minster for opening the civil hospital, Jawalamukhi. He read out the demands of the freedom fighters and urged for filling up two percent backlog in jobs to wards of freedom fighter in a stipulated time period. He said their married daughters and married granddaughters should also be brought within the fold of existing two percent reservation for government jobs.

A two minutes silence was also observed in the memory of Martyrs.

SHIMLA— The State Government is contemplating to bring out a scheme for conferment the proprietary rights to the small and marginal farmers of the State on government land, in order to provide them one time relief. This was disclosed in a meeting of High Powered Committee constituted by the State Government to assess and review the encroachment cases in the State held here today under the chairmanship of Health, Revenue and Law Minister Shri Kaul Singh Thakur.

Shri Thakur said that the State Government was committed towards welfare of the small and marginal farmers. He said that the State Government has drafted a scheme to protect the livelihood rights of the small and marginal farmers. However, the government was also committed to take strict action against the big encroachers as per the law, he added.

The Revenue Minister said a scheme to confer proprietary rights to a maximum of five bighas of land in rural areas had been prepared in such a manner that own land of the person and the land conferred did not exceed a total of 10 bighas, provided that the remaining land in possession was vacated. He said that the proprietary rights were proposed to be conferred at nominal rates. For conferment of Proprietary Rights, the person would have to apply in writing to the concerned SDO (Civil) or Assistant Settlement Officers where settlement operations were in process.

Shri Kaul Singh said that land being used for common village purposes such as roads, forest, fair grounds and other common purposes would not be conferred. He said that in those cases where the possessor stands already evicted within two years of the cut-off date would also be considered for conferment subject to the condition that the cases had been recorded before August, 2015.

He said that the State government would also consider the exchange of private land in lieu of encroached government land by the farmers. He said that the Scheme would be placed before the Cabinet for approval.

The Revenue Minister said that in cases where clearance under the Forest Conservation Act, 1980 and the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 was mandatory would be taken with the Government of India for exemption on humanitarian grounds and for determination of the Rights of possessors/dwellers.

Additional Chief Secretary, Revenue, Shri Tarun Shridhar detailed various salient features of the scheme and also conducted the proceedings of the meeting.

SHIMLA—Transport Minister G.S Bali today said that payment through Paytm wallet would be started on all advance booking counters of HRTC web portal as most of the people were using this wallet for making the payment through mobile. He said 200 POS machines for payment through Debit/Credit cards would also be installed from 20 February, 2017 at all booking counters and would be provided to the conductors of super luxury buses.

The Minister said for ensuring the quality food by Dhabas and restaurants, it had been decided that a fine of Rs. 5000 would be imposed on the owners for first complaint. For second and third complaint, a fine of Rs. 10,000 and Rs. 20,000 would be imposed respectively from the Dhaba and restaurant owners while on fourth complaint, the Dhaba or restaurant would be blacklisted for a period of three years.

Shri Bali said super luxury bus will be started between Shimla to Chandigarh (two trips) and with a view to facilitate the people of Sarkaghat area of Mandi district, Jahu-Delhi super luxury bus service would be extended up to Sarkaghat within next three days.

He said Hamirpur-Amritsar via Hoshiarpur super luxury bus service would be started from 9 February, 2017 whereas Golden Temple super luxury bus service would also be started from Shimla to Amritsar in the due course of time. He added that one mudrika bus service would be started from Mcleodgunj to Tanda Medical College for employees and students of the college.

Shri Bali said HRTC was ensuring safety and comfortable journey to the commuters for which various measures had been taken up and keeping in view the demand of the passengers, more facilities would be provided in the future as well.

The Transport Minister said the revenue of the Corporation has increased from Rs. 508 to Rs.560 crore during the current financial year.

JAWALAMUKHI —Himachal Chief Minister Shri Virbhadra Singh today announced to open Sub-Tehsil office at Pragpur and Fire Sub-Station at Dadasiba in Jaswan-Pragpur Assembly constituency of district Kangra.

He laid foundation stone of augmentation and extension of lift water supply scheme Jambal Behi and Bari Sanda Phase-I and II to cost Rs. 4.15 crore. He dedicated newly up-graded CHC at Kotla and laid foundation stones of bridge over Kotla Khad to be constructed at a cost of Rs. 1.35 crore and another bridge over Gummi Khad to be constructed at cost Rs.1.56 crore.

The Chief Minister also laid foundation stone of building of Govt. Degree College Jandour.

Earlier, in the morning the Chief Minister laid foundation stone of multi storey/parking at Jawalamukhi to be constructed at an cost of rupees five crore and inaugurated Science Block of GSSS Jawalamukhi and also performed Bhoomi Pujan of Shivaji-Katyalu road to be constructed at a cost of Rs. 1.90 crore.

While addressing a huge gathering at Dadasiba, Shri Virbhadra Singh said he was not a professional politician and never wanted to step in to politics but it were late Prime Ministers Shri Jawahar Lal Nehru and Smt. Indira Gandhi who gave him the responsibility to serve the people of Himachal Pradesh. He added that he was not a professional politician but a social worker who wanted to serve the people of the state.

He said one needs to work with dedication and fully committed to the profession adopted. There were few who come and go and even finds no mention in history and there were other few who create histories and were remembered throughout for the service they render. Dr. Y.S. Parmar, Late Jawaharlal Nehru and Smt. Indira Gandhi were in the list of such persons, he said, who did a lot for Himachal Pradesh.

Taking a Jibe, Shri Virbhadra Singh said he could not understand why the local MLA Shri Vikram Thakur was opposing opening of college at Jandour. It seems he could not pursue the matter with the BJP government to open degree college in his area. Despite this, the BJP legislator believes in creating furor in Assembly rather than taking up the demands of the people of the area.

The Chief Minister said that a lot had been done in the field of education and his Government was committed to provide quality education to all children. Around 1329 new schools were opened or upgraded and 45 new degree colleges had been opened mostly in remote and far-flung areas of the State during last four years.

As of today, more than 37000 kilometers of road network was present in the State, he said, adding that he wants to see every village connected with motor-able road facility. During last four years 1721 Kilometers new roads and around 180 bridges were constructed. More than 168 health institutions had been opened in the state, besides three medical colleges at Chamba, Hamirpur including the one at Nahan which had started functioning. The State government had also taken up ESIC Medical College at Ner Chowk in Mandi district. Besides, Indian Institute of Management was coming up at Dhaulakuan in Sirmaur district.

Vice-Chairman, Employees Welfare Board Shri Surinder Mankotia welcomed and honoured the Chief Minister on the occasion and urged for fulfilling the demands of the remote constituency. He said that he was indebted to the Chief Minister for opening three colleges at Jandour, Dadasiba and Rakkar. He criticised the action of Shri Vikram Thakur for opposing the College and said that it was not reasonable and irrational on his part to deprive the youth of the area to pursue higher education.

Various Mahila and Yuvak Mandals, Members of pensioners association, Asha Workers of the area also honoured the Chief Minister.

KANGRA—A massive show of strength was witnessed today at a ‘Samaan Rally’ organised at Matour in Kangra Assembly constituency represented by MLA Shri Pawan Kajal to thank Chief Minister Shri Virbhadra Singh for declaring Dharamshala as the second capital of the State.

The Chief Minister on this occasion announced a government degree college at Matour and IPH division at Kangra. He announced to give district level status to Dussehra fair of Kangra and upgradation of PHC Tiara to Community Health Centre.

On the issue of second capital at Dharamshala, the Chief Minister said that the State BJP leaders were unnecessarily propagating the issue. He said to politicise the issue reflects the shallow thinking on their part as the Congress government shifted Board of School Education to Dharamshala way back in 1984 to Dharamshala and all important offices of Chief Engineers as PWD, IPH, HPSEBL were functioning from Dharamshala. Winter sojourn was started way back in 1994 and the Vidhan Sabha was started from Prayas Bhawan in 2005 before the Vidhan Sabha complex came up. There was a Municipal Corporation and above all Dharamshala had been declared Smart City of Himachal as well, he said.

“I am astonished that instead of welcoming this move, even former Chief Minister Shri Shanta Kumar is opposing it though I thought he would have been happy enough”, said the Chief Minister adding that such thinking on his part was rather childish.

The Chief Minister said that though the BJP leaders keep boasting of Nationalism but whenever the elections were around the corner, they talk of regionalism to fulfill their self-interest and for their political survival. It was due to instigation of few state BJP leaders that one Union leader was pursuing cases against me, he said. “My single case of income tax was being probed by three investigating agencies, but I know the truth will prevail in the end”, added Shri Virbhadra Singh.

He said that now, when few months were remaining for Assembly elections, many leaders for their political survival were adopting cheep tactics to divide the people on basis of region and religion. It was rather disgusting that the BJP leaders could not think beyond the line and still believes in ruling by dividing. “They are to be realised, that dividing never leads to success rather it disintegrates the Nation and the societies”, he said adding that for welfare and development of the Nation, we all need to stand united.

Referring to development in the State , he said that today condition of the roads was quite good and the total road length was around 37,000 kilometres. As many as 1730 kilometres new roads and 180 bridges were constructed during last four years. There was no problem of electricity as such and the government had taken a decision not to enhance the electricity tariff for the newly set up industries for at-least five years. A sum of Rs 966 crore was given as subsidy for providing power at cheaper rates to people. He said that even in the social welfare sector, the government had enhanced the social security pension from Rs. 450 to Rs. 650. Those above eighty years of age and widows below age of 45 were being given pension @of Rs.1200 per month. As many as 3,87,000 pensions were being given to the eligible pensioners.

The Chief Minister also released an audio CD of Additional Advocate General Shri Vinay Sharma.

Earlier, Shri Virbhadra Singh inaugurated the Gau Sadan on Kangra bye-pass and laid foundation stone of community hall of Shree Brijeshwari Devi Temple to cost Rs.2.70 crore. He also laid foundation stone of LWSS, Bhadiara to cost Rs. 17.60 crore and foundation stone of LWSS Takipur to cost Rs. 8.70 crore.

Urban Development Minister Shri Sudhir Sharma while addressing on the occasion said that it was disappointing that the BJP leaders were criticising the announcement made by the Chief Minister for declaring Dharamshala as the second capital. He said that statement by BJP leaders that the announcement of second capital had been made just for duping the people, was not digestible, even by the people of the district.

He said that the issue of Central University was unnecessarily being raked up by the BJP. The government had selected site at Jadrangal near Dharamshala but the BJP was always opposing the same for the reasons best known to them. He thanked one and all present for making the rally a success.

State Youth Congress President Shri Vikramaditya Singh said that the winter sojourn at Dharamshala was planned long back to ensure equality of all regions. He blamed the opposition for playing divisive policies. He said that the former Chief Minister believed that it was by adopting divisive policies one can rule. He said that Congress Party believed in equitable development of all regions and would never allow the BJP to disintegrate Himachal. He said that the government was working for welfare of all the sections of the society and was considering formulating policies to benefit youth

He said that the State government had set up ADB sponsored Rs. 640 crore Kaushal Vikas Nigam to give training to the unemployed youth as per the industrial needs in the industries and any other skill. This will make them employable as per needs of the Industries. In the first phase as many as 65 thousand youth would be provided training in selected industrial houses.

MLA Shri Pawan Kajal thanked the Chief Minister for declaring Dharamsala as the Second Capital of the State. He also thanked the Chief Minister for giving added attention to Kangra constituency and for undertaking massive development. He also thanked him for laying foundation stone of lift water supply schemes in his constituency.
